VICTORIA SOTO, J.D.

Ms. Soto is formerly head of the enforcement division at the Texas State Board of Examiners of Psychologists and, more recently, a prosecuting attorney with the Texas State Board of Medical Examiners (as of September 2005, The Texas Medical Board).

While at the Medical Board, Ms. Soto resolved a record number of cases, being a leader among her fellow litigation attorneys in case resolution and agreed orders resulting from the Informal Settlement Conferences. Ms. Soto's capacity to diligently and effectively handle large case loads is impressive. Within the fiscal year of 2003 and into 2004, Ms. Soto alone handled between 300 and 400 hearings including but not limited to disciplinary hearings (Informal Settlement/Show Compliance Proceeding), modifications, terminations, probation and temporary suspension and license restriction/reinstatement hearings and achieved the highest number of agreed Board orders and case resolutions.

Ms. Soto’s very successful practice focuses on administrative law and health law litigation. Specifically, Ms. Soto represents licensed healthcare professionals in obtaining, defending and maintaining their licenses before their respective licensing board and/or regulatory agency. Ms. Soto also counsels and advises health care professionals and medical groups in administrative, transactional, policy and protocol matters related to their practice environment.

Ms. Soto’s varied litigation experience and extensive knowledge of regulatory board policies and rules and procedures, coupled with her experience in working closely with board administrations, affords her clients the advantage of her excellent representation before regulatory board agencies. Ms. Soto’s practice includes representing physicians, pharmacists, physician assistants, nurses, acupuncturists, psychologists/mental health professionals, chiropractors, dentists and other health care professionals with complaints, investigations, and prosecutions before their licensing and regulatory board agencies.
