About the Course
Prescription pain medication is illegally used almost three times more than heroin. More people die of the illegal use of opioids than in car crashes. Also, drug overdoses are the leading cause of death in America for people under the age of 50. Now it’s more important than ever for law enforcement and the medical field to come together and use the tools available to control this problem. This presentation is designed to provide attendees the knowledge and confidence to work together in protecting their community from the epidemic of prescription drug abuse and diversion seen throughout the United States. This training event will explain the following:
> Understanding prescription drug abuse in America from 2000 to present;
> Identify Tactics (and Behavioral Profiles) Drug Seekers use (at clinics) to illegally gain prescriptions;
> Criminal gang’s role in prescription drug diversion;
> The Role of the DEA;
> Federal offenses against physicians;
> Doctor/Patient Confidentiality – when it does NOT apply;
> Patrol Response: Important Information to gain at the (clinic) scene;
> “State” offenses that can be filed against patients and drug seekers posing as patients;
> Due Diligence – Doctor’s responsibility to assess and monitor patients for abuse or diversion based on case law;
> Federal and State law pertaining to a registered provider’s authority to prescribing controlled substances;
> Investigative techniques and information:
• Obtaining Prescription Monitoring Program information;
• Identifying loose ‘name’ or ‘generic’ medication (capsules/tablets);
• HIPAA Exceptions allowing law enforcement to gain protected health information on suspects;
• Case Law Regarding the Use of Willful Blindness/Deliberate Ignorance Evidence
• “State” offenses that can be filed against physicians
